"Twenty years after Hurricane Hugo smashed ashore in South Carolina causing more than $6 billion in damages and claiming 13 lives, the state remains vulnerable to a major hurricane because of increased development on the coast.
Advances in weather forecasting, emergency preparedness, evacuation routes, building codes and recovery planning, say those same officials who worry about vulnerability, mean the state likely would escape a major loss of life and would respond far better than it did in 1989.
